IHACPA 2023 offered delegates the opportunity to attend immersive workshops, with an outstanding number of topics available to suit different learning needs. Read on to see the different workshops that were available.

Benchmarking Portal

Wednesday 9 August 9:00am – 10:30am AEST

Location: Brisbane Convention and Exhibition Centre

This workshop will be an introduction to National Benchmarking Portal (the Portal). We will provide a demonstration of using the Portal and cover the basics of the dashboards. The Portal allows users to compare cost and activity data from public hospitals across Australia, including two new Safety and Quality dashboards.

Attendees will discover how to use the Portal to gain insights into the data IHACPA collects as part of activity-based funding (ABF) for Australian public hospital services and for safety and quality reforms. The workshop will conclude with plenty of time for questions and discussion.

This workshop will present the Portal with some technical aspects. It is suitable for those with an understanding of the fundamentals of ABF.

The workshop will provide an introduction to activity-based funding, its objectives and the associated systems of policy, data collection, classifications, costing and pricing. It will provide an overall perspective of IHAPCA’s activity-based funding framework and examples of how this is applied in hospital and residential aged care settings. It is suitable for those with limited experience in activity-based funding and those from either a health or aged care background.

Introduction to Costing

Wednesday 9 August 9:00am – 10:30am AEST

Location: Brisbane Convention and Exhibition Centre

This workshop will be an introduction to the costing of hospital services. The objective of the workshop is to provide an outline of the end-to-end costing process. It will include an overview of how costing systems are designed and managed as well as an explanation of how cost ledgers and cost centres are used. It will provide a deep dive into costing methodologies and key costing principles. This workshop is suitable for those with limited experience in costing hospital patient activity.

The process and development of residential aged care pricing advice

Wednesday 9 August 9:00am – 10:30am AEST

Location: Brisbane Convention and Exhibition Centre

This workshop will provide an opportunity to understand the development of the Residential Aged Care Pricing Advice 2023 (RACPA23) from policy to price. The session will step through the components of getting to the advice and the importance of policy, consultation, costing and methodology. The session will give participants an understanding of how IHACPA develop advice, and the important role that stakeholders play in contributing to the development and approach.

Location: Brisbane Convention and Exhibition Centre

This workshop will walk providers through the application process for Refundable Accommodation Deposits and Extra Service Fee increases. The session will detail the information needed, the formats required and the types of evidence necessary to support applications. Attendees will learn about what makes a good application, common mistakes made and the policy requirements. Presenters will outline the different applications available, when to use different types of applications and considerations in the timing, form and submission of different application types. Examples will be given on how to apply indexation as set out in the relevant legislation and principles.

Classifications

Thursday 10 August 2:00pm – 3:30pm AEST

Location: Brisbane Convention and Exhibition Centre

The workshop will focus on the role of classifications in activity-based funding by providing clinically meaningful ways of relating the types of hospital patients and aged care residents receiving care to the resources required to deliver that care. The workshop will provide insights into IHACPA’s current classifications and their development across the different care settings – acute, subacute and non-acute, non-admitted, emergency, mental health, aged care and teaching and training. It will then follow the journey of a patient with COVID-19 through the different classifications and conclude by looking at the future evolution of classifications with a high-level look at ICD-11, cluster coding, virtual care, the Australian Non-Admitted Patient Project, refinement of the Australian Aged Care Classification and how classifications can support innovative funding models.

The workshop is suitable for those seeking an introduction to health or aged care classifications or those who wish to gain a more in depth understanding of how IHACPA develops classifications.

Pricing Safety and Quality

Thursday 10 August 2:00pm – 3:30pm AEST

Location: Brisbane Convention and Exhibition Centre

This workshop will be a broad introduction to Australia’s national pricing model. We will provide an introduction to IHACPA and cover the basics of the national pricing model such as the classifications used for each service stream, the collection of data used in the model, the specification of the underlying cost models, and the conversion of costs to price through setting adjustments and indexation.

We will also present the more recent refinements of the national pricing model, specifically IHACPA’s work in developing and implementing pricing for safety and quality such as sentinel events, hospital acquired complications and avoidable hospital readmissions. The workshop will conclude with plenty of time for questions and discussion.

This workshop will present the pricing model at a reasonably high level and will have some technical aspects. It is well suited for those with a background in data or cost modelling, although will be aimed at a more general audience.
