Ehab is the Executive Director of National Casemix Center of Excellence NCCoE in the Kingdom of Saudi Arabi, having joined in August 2021.
NCCoE is a governmental entity that plays the role of think-tank to strategize and standardise the Saudi market and propose national policies in terms of clinical coding, casemix classification, clinical costing and funding mechanisms.
Ehab has more than 15 years of insurance and reinsurance, actuarial, and health experience. He also worked extensively in the Saudi market providing a range of actuarial and strategic consulting services.
Before joining NCCoE, Ehab was the Managing Director of Milliman KSA, an international actuarial and health consultancy firm. He joined Milliman in July 2019 where he established Milliman’s office in Riyadh and managed its opportunities in all practices. Moreover, he led all of Milliman’s health projects across the Kingdom of Saudi Arabia (KSA).
Before joining Milliman, Ehab was the Director of Actuarial and National Health Costing for the Saudi Arabia Ministry of Health and was one of the Founders of the National Health Insurance Entity, the single public payer in the kingdom. Mr Al-Atassi was also one of the four main facilitators of building the 2030 National Healthcare Transformational Strategy, where he had to communicate with all health stakeholders in the KSA health ecosystem.
Ehab led several National Health Projects such as benefit packages, funding, pooling, payment mechanisms, Umra pilgrim’s health premium, Hajj health spending, national health costing standards, national health costing study and healthcare cost efficiency. Also, he led the financial workstream which entailed carving out clusters’ budgets, developing models to estimate Structural Adjustment Grants, funded mandate budgets, and capitations.
Prior to diversifying to the government sector, Ehab spent almost a decade in the private insurance market; He was an Actuarial Manager for Solidarity Insurance Company where he established the actuarial department and was responsible for building a strategic financial plan.
Before joining Solidarity, Ehab spent 8 years in the market lead insurer, Tawuniya, where he gained extensive experience in actuarial, reinsurance and underwriting domains.
Beside his specialisation in Actuary, Ehab holds certificates in strategic management, Casemix funding and was heavily exposed to project management.
