Sam is the Director, Pricing Development at the Independent Health and Aged Care Pricing Authority (formally Independent Hospital Pricing Authority) where he leads a team of mathematicians and economists in developing independent aged care pricing advice to provide to the Australian Government. His team is also responsible for developing existing and new mathematical and statistical processes and models for implementation in other areas of hospital and health care pricing.

Before taking on aged care pricing, Sam was Director, Pricing Implementation where he lead the development of the National Efficient Price and National Efficient Cost Determinations from to inform Commonwealth funding for Australian public from 2015 to 2022. Prior to this, Sam was a pure mathematics teaching and research academic at the University of Wollongong.
